Council Recap: July 14, 2026

On consent, Council adopted Resolution No. CC-2607-053 naming the new Herondo open-space area — at Herondo Street and Catalina Avenue, on the northern edge of the city near the Hermosa Beach line — the Bill Brand Gateway Park.

The naming closes a loop opened at the July 7 meeting, where the park name was first discussed. Bill Brand served as Redondo Beach mayor and was the driving force behind the slow-growth movement that shaped much of the city's waterfront politics; naming a gateway park at the city's edge in his memory is a fitting tribute.

Council approved the plans and specifications for the Palos Verdes Boulevard Protected Bike Lane Project and, on the same item, approved Change Order No. 1 to the construction contract with All American Asphalt South, Inc. The change order — for slurry and bicycle-lane additions on Palos Verdes Boulevard from Pacific Coast Highway to Irena Avenue, plus traffic-calming and safety improvements at various locations — carries a cost of $577,450, raising the total contract to $1,175,381 and resetting the City Engineer's change-order authority.

This is a concrete piece of the bike-infrastructure buildout we argued for in PCH Is Broken. The near-doubling of the contract is a reminder that street-safety projects often grow in scope once crews are mobilized and the city folds in adjacent calming work.

Council adopted Resolution No. CC-2607-052 amending the Official Book of Class Specifications to update the position of Fire Chief. A class-spec update is a routine but telling piece of personnel housekeeping — it typically precedes a recruitment or reorganization. The city has not publicly listed a Fire Chief on its website, and this update sets the formal job description in place.

The bulk of the open-session evening went to Mayor and City Council interviews of commissioner applicants for appointments to the city's commissions. The process runs on a set calendar: councilmembers submit recommendations to the Mayor by Thursday, August 6; the Mayor proposes appointments at the August 11 regular meeting; and the City Clerk administers the Oath of Office at the September 1 meeting (or before each commissioner begins their term at the October commission meetings).
